Subject

The new document issued by the Questura to applicants after 12 June 2026: a double-sided A4 sheet, in five languages, showing the C.U.I., manifestation ID, photograph and tax code, which certifies the registration of the application under Article 27 of Regulation 2024/1348, allots 21 days for lodging and is valid until the document under Article 29(3) is issued.

Redacted scan of the document that the Questura of Trento (police headquarters) issues to applicants for international protection after 12 June 2026. It is a double-sided A4 sheet entitled «Certificate of expression of the wish to apply for international protection», translated into English, French, Spanish and German, which shows the C.U.I., the manifestation ID (format SUA-TN-…), the photograph and the tax code generated.

The content of the certificate

The text certifies that the person concerned «has registered his or her application for international protection under Article 27 of Regulation (EU) 1348/2024», specifies that he or she «has 21 days to lodge the application with the competent authority under Article 28» and that the certificate «is valid until the issue of the document following the lodging of the application under Article 29(3) […], and is withdrawn at that time». It is not proof of identity but allows identification before the national authorities for the purposes of access to rights for the duration of the procedure. A pre-printed formula on all the forms also confirms registration «following a transfer under Article 46 of Regulation (EU) 1351/2024», a clause that refers to situations different from the current ones.

The form is standardised at national level: identical certificates are reported to have been issued by the Questure of Forlì-Cesena, Florence and Arezzo and by that of Agrigento (see the Sikania file).

The document due is the one under Article 29(4) of Regulation (EU) 2024/1348

The certificate reproduces the document provided for by paragraph 1 of Article 29 of Regulation (EU) 2024/1348, the one that follows registration. But in the transitional period, by virtue of the circular of the Public Security Department of 12 June 2026 (valid until 31 October 2026), registration takes the place of lodging: Form C3 is not drawn up and nothing else is handed to the person, save the summons before the Territorial Commission. If registration absorbs lodging, the document due is the one under paragraph 4, with a different and more favourable content, which certifies the status of applicant, the annual duration and the right to remain in the territory — none of which appears on the certificate. And a circular cannot derogate from a Union regulation. It remains open whether the unlawfulness of the document affects the regularity of the procedure or is to be characterised as a mere irregularity.

The 21 days and the channel for lodging

The 21-day time limit is a fixed provision of the form, which in the transitional period does not describe any actual step. The document does not indicate which authority is competent to receive lodging or how to approach it: according to reports, for those outside the reception system the channel remains in practice closed — access to the Questura requires an appointment that no channel makes it possible to obtain. This is the reverse of the situation examined by Court of Bologna, 4 September 2026, where entry into reception served as proof of the expression of the wish to apply.

In practical terms the certificate is in any case the key to the tax code — generated by the Questura or, failing that, issued by the Revenue Agency on its basis — and therefore to registration with the National Health Service.

Note. The scan of the Forlì-Cesena certificate is not attached because the copy available was incompletely redacted. The content of the form is fully represented by the Trento scan.
