Step-by-step reconstruction of the screening operations applied to the 34 people who disembarked at the port of Livorno on 14 June 2026, two days after the entry into application of Regulation (EU) 2024/1356.

Monitoring note on the first application of the screening procedure in the port of Livorno, concerning the disembarkation of the 34 people rescued by the NGO ship Solidaire (berthing on Sunday 14 June 2026, 11.30 a.m.), two days after the entry into application of Regulation (EU) 2024/1356. The minors were disembarked at Civitavecchia on the order of the Juvenile Court; three people had already been flagged as torture victims.

The note reconstructs the operational sequence actually followed: USMAF health checks on board with completion of the rapid health form (Annex I of the SOPs); disembarkation in small groups; photograph and issue of the identification wristband by the Police; collective EUAA briefing (about 30 minutes) for linguistically homogeneous groups; distribution of essential goods; ASL medical examination; pre-identification and fingerprinting with generation of the C.U.I., security checks, checking of devices and verification of the databases; Italian Red Cross health screening; completion of the vulnerability forms by EUAA, with emergence of trafficking indicators and referral to the anti-trafficking body; in-depth security checks and handing of the final form to the person concerned.

The document points out some departures from previous practice and some operational critical issues: the EUAA briefing was given in an open space with the police forces behind the operator, with the possibility of receiving information but not of asking questions or making specific requests; there was no possibility of individual briefings of any kind, which had previously been guaranteed; the ASL medical examination, previously immediately after disembarkation, was placed further down the flow; Frontex held informal interviews with the people waiting. The operations ended on the afternoon of Monday 15 June, with an overnight stay in a port facility set up with camp beds and meals provided by the Municipality.

The people were then transferred to a centre in the province of Siena already designated as a PAF — a designation which, according to the note, was made by Ministry of the Interior circular no. 29371 received on 12 June 2026. The accelerated procedure and not the border procedure appears to have been applied to the people who disembarked, with the summons before the Territorial Commission already notified.
