Framework agreement between the Department for Civil Liberties and Immigration of the Ministry of the Interior and the Italian Red Cross Association for activities connected with the reception of migrants following arrivals on national territory, adopted within the framework of the EU Pact regulations (RAMM, procedures, screening, crisis) and of the Consolidated Immigration Act. The agreement refers to Article 32 of Decree-Law 23/2026, which allows the Ministry to avail itself of the Italian Red Cross until 31 December 2028.
Annex 1 — Response plan for screening procedures of the Italian Red Cross National Committee is available as an attachment. It governs the composition of the roving teams, the activation procedure and the procedure for the health assessment, the scope of operations, logistics and costs, the provision of goods and services, staff organisation, the Red Cross coordination unit and monitoring.
